The early payment discount appears to have been removed from the AGM motions. Historically the discount has been 15%, but the WhatsApp calculation showed 10% and the budget figure implies approximately 7%. Has the discount actually been removed, and if not, what is the correct percentage?

It was confirmed during the session that the discount has not been removed.

We are not sure what the ‘WhatsApp calculation’ refers to. It is important to note budgets do not ‘imply’ things, they are a forecast only. We are unable to determine how the questioner reached the calculated figure of 7%, but regardless it is incorrect.

Owners should refer to the tables on the levies page, which provide the exact discount applied to each fund in each quarter and the totals. The page also explains how the discounts were determined.

We strongly recommend that owners review the following information:

An additional procedural point:

It was also raised that the discount is not referenced in the motion itself.

As there has been a discount offered on levies for a considerable number of years and there appears to be a resolution in a previous AGM that confirms a discount exists, the omission of a reference to this in the current resolution has no material impact on whether a discount continues to apply.

The practical effect of this – if it operated that way – is that all a future committee would have to do to rescind a previous resolution they didn’t agree with, would be to effectively ignore it and not mention it. This is clearly a ridiculous position and would not work in practice.
